Scope and Methodology for Open and
Expired Permit Research Project
1) Review completed draft legislation proposed
for action during the 2018 session.
2) Review BOAF’s Administrative Code on
this topic.
3) Determine and evaluate impacts of expired
or open permits on owners, contractors, design professionals, and building
departments.
4) Research and recommend prospective
solutions that place responsibility with the permit holder (contractor or
owner/builder) rather than understaffed building departments and unaware
property owners with unrealistic requirements.
5) Develop a plan for a combined public
information and outreach campaign or program that involves the real estate
professionals, title companies, contractors, home builder associations,
designers and home owners across the state. The campaign needs to be
expansive enough to make every affected industry and property owner in the
state keenly aware of their responsibilities in see that there are no
outstanding permits on their respective properties or buildings.
The anticipated
financial impact to complete a research project to adequately determine the
needs of the industry is approximately $25,000.
